License to Operate a Motorcycle in New York
New York State requires local residents to have either an operator’s license or a junior operator’s license to be able to operate a motorcycle within the state. When residents who already have a driver’s license apply for the motorcycle license, the two licenses shall both appear on a singular license document.
On the other hand, a resident of another state or a different country may operate a motorcycle within the state as long as they have a valid motorcycle license from where they are originally. Regulated Inspection of Motorcycles in New York
The Department of Motor Vehicles (DMV) requires a safety inspection of all motorcycles in New York in the following situations:

DMV has licensed stations across the state, so motorcycle owners can simply take their vehicle to one for a safety and emission inspection. Rules and Requirements for Motorcycle Owners
The United States Department of Transportation (USDOT), in its federal motor vehicle standards, has stated that all motorcycle operators and their passengers must wear DOT-approved helmets and at all times. Motorcycle operators, specifically, must wear eye protection that conforms to American National Standard Institute regulations.
Motorcyclists may use a full lane — two may even ride beside each other in a single lane. But they cannot ride side by side with another vehicle in the same lane. They also cannot ride between lanes or between traffic and parked cars.
Furthermore, motorcyclists must observe all rules of the road and keep the headlight and rear light on at all times while operating the vehicle.
These rules and regulations, together with the regulated inspection, aim to minimize motorcycle accidents. They are not, however, always preventable.
